I think it's obvious since she has no time for practice with mobile suit because of her country issues wearing her boyish white cloth, her boyfriend issues who's playing a bodyguard or spy sumthing, duh I forgot. BTW about the IWSP on Rouge, It's all about marketing strategy that Bandai use. Some people don't want buy Gundam kits because they're not from or on the anime. So if a kid ask why should he buy a HG Strike Rouge with IWSP since there's not in anime, Bandai would show the kid the Seed Destiny opening 1 and zoom in 00:22 on the opening.
